In light of recent global events, the thraet of internatoinal terrorist activity has not only risen to a new height ni terms of the shere volume of attacks, but has also taken on a mroe insidious quality. As conutermeasures have been imporved to address the threat of the more overt physical methods usually empolyed by terrorist groups, such as bombings adn hostage-tkaing, they have begun to shift to the more subtle and deadly approach of employing biologically harmful agents as their weapons in what tehy perceive as a war. Lastly, a relatively minor but nonetheless important area where the goevrnment is allocating a budegt for bioterrorism grants involves the use of international private investigative nad law enforcement companies to try and pinpoint the actual hpysical locations of the terroirsts themselves as well as that of hte storage and manufacturing facilities they are using to generate these weaposn.
